Thomas Stackhouse, Ph.D., former director, NCI TTC

Dr. Thomas Stackhouse, director of the NCI Technology Transfer Center, retired on June 30, 2023.

Dr. Stackhouse spent more than 26 years supporting the NIH public health mission, serving as TTC director for the past five. Among his many accomplishments, Dr. Stackhouse co-created the award-winning Start Up Challenge with the Center for Advancing Innovation, which was recognized in 2015 as a Top Pick by the HHS Secretary; several federal agencies have thus used it as a model to encourage advancement of federally conceived technologies.

Dr. Stackhouse led the development of the contractor Cooperative Research and Development Agreement (CRADA) program for the Frederick National Laboratory for Cancer Research and was a key contributor to intellectual property discussions for NCI’s Cancer Grand Challenges partnership with Cancer Research UK.

At the agency level, he created and chaired the NIH Technology Transfer Office Directors’ Forum to help maintain consistency across the NIH technology transfer system. He also provided critical support for the integration of new patent and licensing authorities during NIH’s technology transfer reorganization in 2015.  To support the broader technology transfer community, he served as an elected member of the Executive Board for the Federal Laboratory Consortium for Technology Transfer for 20 years. Dr. Suzanne Frisbie is serving as TTC acting director until a replacement is named.
