Responsibilities:
The incumbent will provide authoritative expertise in technology transfer and invention development to work closely with industry, academic, and federal scientists. The incumbent will perform the following major duties and responsibilities, and perform other duties as assigned:

  • Use scientific and business background and recognized expertise and knowledge in his/her field to advise outside organizations, universities, and other non-profit institutions about the suitability of their proposed projects to the research and development goals of NCI. Directs them to the intramural scientist and TTC technology transfer manager the best, mutually aligned research interest.  Advise NCI intramural scientists where to look for research and development (R&D) collaborators and licensees based on knowledge of R&D capabilities of commercial organizations, universities and non-profits.
  • Lead TTC invention development program (IDP) for NCI and client ICs including:
    • Review the intramural patent portfolio and monitor status of the individual patented technologies based on patent review and litigation, stage of invention development, and market applicability.
    • Provide selection criteria for a patented invention to enter into the Invention Development Program (IDP) review process.
    • Assist the IDP review committee in reviewing relevant inventions for additional developmental funding, including selection of committee members and development of guidelines for committee review.
    • Track IDP committee results and final experimental outcomes.  Provide final review of reports from the committee and developmental outcomes.
  • Manage the development and implementation of select technology transfer initiatives. Oversee the organization of strategic partnerships and alliances and maintain knowledge of relevant scientific activities at NIH, other Federal agencies, non-Federal government organizations, and non-government organizations.
  • Develop and conduct scientific educational programs designed to train intramural and extramural scientists, administrative officers, scientific directors, and executive officers about technology development issues such market potential and analysis, competition, and business trends related to the NCI and client IC patent portfolios.
  • Provide independent analyses, interpretation, and evaluation of highly complex, controversial, or abstract scientific information related to technology transfer agreements involving various research institutes, inventors, legal, technical, and business concerns.
  • Provide information on the availability of NCI TTC-supported technologies for license, as well as associated proprietary protection.  Handle initial inquiries from companies seeking to license technologies or otherwise partner with NIH.
  • Contribute to the monthly NCI Technology Review Group (TRG) meeting.  Develop strategies to assist the inventor in further development of the promising technologies as identified by the TRG.
  • Analyze NCI and IC’s patents and licenses to identify market and business trends, and assist with valuations.  Using this knowledge, devise strategies and make recommendations that will reduce patent related costs to the Institute.
  • Initiate, develop, and contribute to the production of technology transfer promotional materials and activities for the Institute. Using scientific marketing and advertising experience, manage a variety of technology transfer outreach programs.
  • Conduct market research on NCI and client ICs technologies in order to advise the Institute on promoting the most promising technologies.  Use extensive scientific knowledge and understanding of the biotechnology market, initiate contacts with potential collaborators whose research areas compliment the Institute’s in order to foster collaborations.
  • Originate metrics that will enable the Institute to determine the effect of technology transfer on the public’s health – as well as enable the Institute to determine the effect of marketing activities on NCI and client IC technology transfer. Require the analysis of complex issues and the ability to reduce complex issues into processes that can be used to generate data.
  • Develop and manage programs that provide continuing business and marketing education to NCI TTC and other NIH technology transfer staff.
  • Analyze, plan and monitor the budget for the marketing and outreach work.
  • Develop, manage and monitor several contracts that support the work of the unit.
  • Manage NCI TTC website content development and updates, and contribute to NCI TTC communications. 

Qualifications

You qualify at the GS-14 level if you meet the following qualification requirements:

Minimum Education Requirement: You must possess a Bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the Minimum Education Requirement, you must meet the following Qualification Requirement: You must demonstrate one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing or implementing technology transfer initiatives; conducting scientific educational programs designed to train intramural or extramural scientists; serving on committees, task forces and working groups regarding technology transfer and invention development activities; and providing analysis, interpretation, or evaluation of highly complex scientific information related to technology transfer agreements.

Responsibilities
  • Originate and draft complex Cooperative Research and Development Agreements (CRADAs) to document the terms of joint research and development projects.
  • Plan and negotiate CRADAs with profit and non-profit organizations.
  • Independently monitor the processes for handling CRADAs and potential inventions arising from CRADA research.
  • Advise on matters involving domestic and foreign patent rights, policies, and procedures.
  • Participate in the development of new policies regarding the transfer of technologies.
  • Prepare and deliver educational programs designed to train scientific and administrative staff about technology transfer issues.
  • Contribute to analyses, interpretation, and evaluation of complex, or abstract information on licensing agreements.

Qualifications

EDUCATION REQUIREMENTS FOR GS- 11/12/13: Successful completion of a 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with a major field of study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position.

IN ADDITION TO THE EDUCATION REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING:
For GS-11:
 You must demonstrate in your resume one (1) year of specialized experience equivalent to the GS-9 grade level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: researching technology transfer requirements and preparing reports of findings; responding to routine technical inquiries regarding technology transfer; reviewing technology transfer documents related to technology transfer agreements, patents, or inventions for completeness and compliance with basic requirements; and compiling information for briefing reports related to technology transfer licensing issues ORcompleted 3 years of progressively higher level graduate education leading to a Ph.D. or have a Ph.D. or equivalent doctoral degree in a related field OR have a combination of graduate education and experience.

For GS-12: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal Government obtained in either the private or public sector performing the following types of tasks: responding to inquiries regarding the legal and regulatory requirements related to technology transfer agreements, patents, or inventions; reviewing technology transfer agreements such as Cooperative Research and Development Agreements (CRADAs), Licenses, Material Transfer Agreements (MTAs) or equivalent kinds of agreements for sufficiency regarding methods and techniques, justifications, and similar matters; reviewing reports of technology transfer agreements to determine adherence to performance measures; and participating in negotiating and executing technology transfer agreements for an organization.

For GS-13:
You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: planning, negotiating, drafting and executing a variety of technology transfer agreements, such as Cooperative Research and Development Agreements (CRADAs), Licenses, Material Transfer Agreements (MTAs) or equivalent kinds of agreements; resolving complex problems related to patents or technology transfer agreements; advising on matters involving domestic and foreign patent rights, policies and procedures; and developing royalty proposals based on analyses of the stage of development of technology, size of market, and availability of competing technologies.
